  "body": "# How handball actually works\n\nNot every ball-to-hand contact is an offence. Law 12 defines a short list\nof situations that are; everything else is play on. Work through them in\norder.\n\n## Step 0 - Is it even the arm?\n\nFor handball purposes the arm ends where the armpit begins: the upper\nboundary of the arm is in line with the bottom of the armpit. Ball to\nshoulder is not handball, however loud the appeal.\n\n## Step 1 - Was the touch deliberate?\n\nDeliberately touching the ball with the hand or arm — for example moving\nthe hand or arm towards the ball — is always an offence, anywhere on the\npitch, for any outfield player.\n\n## Step 2 - Did the arm make the body unnaturally bigger?\n\nEven an unintended touch is an offence when the hand or arm has made the\nbody unnaturally bigger. The test is written into the Law: is the hand or\narm position a consequence of, or justifiable by, the player's body\nmovement for that specific situation? A hand planted for balance in a\nslide may be justifiable; an arm extended away from the body at shoulder\nheight usually is not.\n\n## Step 3 - Did the toucher score?\n\nThe strictest rule is reserved for scorers. A goal scored directly from\nthe scorer's own hand or arm, or immediately after the ball touched it,\nis disallowed even if the contact was purely accidental. This applies\nonly to the player who scores: an accidental touch by a team-mate earlier\nin the move is not, by itself, an offence.\n\n## The goalkeeper's three situations\n\n1. **Inside their own penalty area, in normal play** — exempt from\n   handball offences entirely.\n2. **Outside the penalty area** — the same restrictions as every other\n   player.\n3. **Inside the area, after a deliberate kicked back-pass or a throw-in\n   from a team-mate** — handling is an offence punished with an indirect\n   free kick, normally with no card.\n\n## What it is not\n\nIf the touch was not deliberate, the arm was in a justifiable position,\nand the toucher did not immediately score, there is no offence — whatever\nthe crowd, the commentator or the defender's raised arm suggest.",
